<p>Tech study firm Gartner this week released a record which said that Google’s Android OS went from the 0.Five pct marketplace reveal in 2008 up to Three.9 % by the end of 2009, and that the rival iPhone more than doubled the size of its user base at the same time.</p>
<p>Roberta Cozza, a principal research analyst at Gartner, claimed that &#8220;Android’s success knowledgeable inside the fourth quarter of 2009 need to continue into 2010 as extra suppliers launch Android products, but some CSPs and suppliers have expressed increasing issue about Google’s intentions within the cellular market.&#8221; Any discontent among producers and telecoms could hinder the OS’ progress in 2010, she mentioned.</p>

<p>With the advent of web designing, one thing that was linked to it was the use of tables. But as the trends are changing, technologies are emerging, so do the linked tables. Once the ‘in’ thing, they are now actually ‘getting out of place’. When most of the websites used tables in their design, some designers thought about throwing it out and bring some change in designing.</p>
<p>In simple words, web design in tableless manner is a method where HTML tables are not used to achieve page layout control. The control is rather achieved using a masterpiece of World Wide Web Consortium, or W3C, in other words, CSS (Cascading Style Sheets). CSS was designed so that HTML can be relieved from the job of presentation and can solely focus on semantic purposes. CSS is also used for better web accessibility.</p>
<p>There are a lot of answers to the question that why have tables nearly disappeared? The most important of the answers to this is that tables do not adhere to the standards of Search Engines. If a web page does not use table then it becomes easier for Search Engine to index and rank it. The page rank refers to the ranking given to a web page by a Search Engine. The higher the page rank, the better for the page as a high page rank ensures that the page link will be displayed in the first few search pages. It thus ensures a greater number of visitors to the site and thus in turn good business.</p>
<p>Over a few years, there have been developments to incorporate logic into sites and improve the accessibility of the web to the user. In due course, mobile phones, text readers, blogs etc. were considered. Thus the need arose to eliminate tables so as to make sites compatible to these elements.</p>
<p>All the browsers operational now-a-days support CSS and thus any site using it is compatible with them. Hence there is no room for tables to stay. Moreover a tableless web design is the standard of W3C now.</p>
<p>An important use of the new technology is that any change can be applied to whole of the website in one go instead of changing code for every page. For example, the design of all the headlines of a site can be changed to newer one using CSS layout control.</p>
<p>The code which is unnecessary is removed and cleared with the help of XHTML and CSS thus leaving a more manageable and sleek code.</p>
<p>There are some web designers who favor the use of tables as it simplifies the design process. Also tables are compatible with most of the web browsers but keeping in mind the above reasons for web designing going tableless, tables are getting removed.</p>

<p>The junta that seized power in the West African nation of Niger says   its leader is squadron chief Salou Djibo.</p>
<p>Armed soldiers stormed  the presidential palace, kidnapping the  country&rsquo;s president.</p>
<p>It is  not clear where President Mamadou Tandja is.</p>
<p>The soldiers later  announced on state TV that the country&rsquo;s  constitution had been suspended  and that Niger is now being led by the  Supreme Council for the  Restoration of Democracy.</p>
<p>In a statement on Friday, the council  said Djibo is its leader and  that government business would be handled  by heads of government  ministries and Niger&rsquo;s regions until a new  government is formed.</p>
<p>The junta said it wanted to turn Niger into  &ldquo;an example of democracy  and of good governance.&rdquo;</p>
<p>A diplomat in  the region described the coup&rsquo;s leaders as being part  of an army faction  that is deeply disillusioned with Tandja for  violating his  constitutionally mandated term limit.</p>
<p>The uranium-rich country has  become increasingly isolated since  then, with the 15-nation regional  bloc of West African states  suspending Niger from its ranks and the US  government cutting off  non-humanitarian aid and imposing travel  restrictions on some  government officials.</p>
<p>However, there are also  fears that the military group could attempt  to cling to power in Niger,  as the junta in Guinea did following a  December 2008 coup. The coup  leader there first promised to hold  elections in which he would not run,  only to later to suggest he may  have changed his mind. Only a year  later, he went into voluntarily  exile after his aide-de-camp tried to  assassinate him.</p>
<p>The African Union&rsquo;s (AU) top executive, Jean  Ping, condemned the  coup in Niger and said the AU &ldquo;demands a quick  return to constitutional  order&rdquo;. Meanwhile in Washington, US State  Department spokesman PJ  Crowley said Tandja may have invited his own  fate by &ldquo;trying to extend  his mandate in office.&rdquo;</p>

<p>It takes two to make a baby. I’m sure we have all heard that before, we don’t always appreciate what a raw deal a father gets in his life as a parent. Sure, the mother does the lion’s share of the caring in a traditional environment, but a father has the added responsibility of being the breadwinner as well as husband, father and man.</p>
<p>The pressure to earn a living, put food on the table and a roof over your head can be acute. There is a thin line between a family who lives and a family who survives, and this pressure often weighs heavily on a father. This leads to long hours, worry, expectations, desperation and the threat of poverty in all but the most privileged homes.</p>
<p>Despite all this, the father also has to be a father, not a distant figure who appears late in the evening then falls asleep as soon as they have eaten. The child loves the father as much as the mother, wants to play with him, be with him, even snuggle up and sleep with him.</p>
<p>The fact that in most cases the father is out at work means the time he is at home is at a premium. Not only does he have to make time for his wife, children, chores and home repairs, he has to make time for himself. It can seem like a father is a second class parent, where the children gravitate to their mother whenever something happens, or they need attention. This isn’t personal, it’s because most of the time the mother is around more, and the child is in the habit of going to her for comfort.</p>
<p>In families where the father is at home, the opposite is true. It is often the father the children go to for comfort and solace. It’s just about the structure and circumstance of the family, not the father being a secondary parent. It’s important for fathers to believe they are an equal part of the Naples family, and feel it as well as act it.</p>
<p>Although we are loathe to give fathers more to do, it’s important that they talk about their hopes and fears with someone. Preferably other fathers in the same situation. Only by getting it off their chest, sharing and hearing that they aren’t alone can they accept the burden and make the most of their lives.</p>
<p>It is important to earn a living and keep a family out of poverty, but it shouldn’t be everything a father should be. Play with the children is important, especially while they’re young in order for the father to be able to bond with them.</p>
<p>Fathers can specialize in physical play. A bit of rough and tumble, football, wrestling and generally messing about to create bonds with their children. Let them win, but not by much, contain strength, keep control and make it so the children love their time with their father.</p>
<p>Often once tired children will express their feelings. This isn’t a request to fix things, it’s more a request to listen to them and offer them comfort once they get if off their chest. Listen to them, let them know you’re listening and you have a friend for life.</p>

A coalition of environmental groups is trying to get the company to come clean on over 12,000 violations of the Clean Water Act and surface mining laws in West Virginia.  This is an outrage. Where&#039;s the state and federal oversight?  The Sierra Club reported:      Massey has a long history of environmental and social irresponsibility-including one of the largest slurry spills ever to take place in the United States and a $1.5 million fine from the Mine Safety and Health Administration. In 2008 the company was fined $20 million for Clean Water Act violations, similar to those cited by the coalition, after the federal government documented over 4,600 cases of pollution being illegally dumped into local waters by Massey and its subsidiaries. Incredibly, Massey&#039;s violations have increased in frequency since its settlement with the federal government.  This comes just weeks after leading scientists determined that no amount of remediation could ever be enough to make up for the damage done by mountain top removal mining and the practice should be banned.  Dr Margaret Palmer of the University of Maryland Center for Environmental Science is quoted as saying:      No longer can we risk human and environmental health in our never-ending search for inexpensive energy. We need to move beyond filling valleys with mountaintop mining waste and temporarily storing fly ash in containment ponds to a modern energy production process built upon sound science, environmental safety and economic common sense. 			<content:encoded><![CDATA[<p>A tool that is often over looked and should not be is Email Archiving.  Imagine a world where we could not look back over our own or others thoughts because they have been lost forever.  Imagine needing to prove that someone has said or rather written something positive or negative but it no longer exists.  Imagine that you want to find or hear the cadence of a loved one&#8217;s thoughts and you have no way to do that.  Imagine having to protect yourself form another because they have changed their story or denied their idea.  If you can imagine any of these scenarios, you can imagine a world without an email?  Frightening isn&#8217;t it?</p>
<p>Take the idea that you could not look back over our own or another&#8217;s thoughts because they have been lost forever.  Memory is a very elusive part of the mind.  You think you wrote something or someone wrote you something but without written proof, what do you have?  You have nothing.  You have no way to support what you think you have. Email archiving may be a small thing but it is in our emails that we say many things that show who we are; what we are; what we are thinking; or what we are feeling.  All of these things can help us remember those we love and them remember us.  All of these things can show who we were or who they were by helping us remember by having a record.  Without an <a href="http://www.smarsh.com/prinsite/nr/default2.asp?siteid=12&amp;webpageid=184">email archive</a>, all this thought would be lost.  It would be forever lost.</p>
<p>An email archive could protect you from perjury by either yourself or someone else.   Just imagine going back into what thoughts you received or that you sent and used those same written thoughts to protect yourself or another from perjuring yourself or themselves because you have the exact written proof.  Creating that archive gives you the ability to go back into the past and see what exactly was said about a topic or an idea.  All you have to do it store it.  The beauty is that it is there for the future.  You may never need the information stored in the archive but then you might.  If you do, it is there.</p>
<p>The email archive is the place to keep the emails from loved ones.  If, god forbid, you were to lose that loved one, you would still have their thoughts, ideas and advice, all nicely and neatly kept in your archive.  Every email that you drafted and sent to them would be there for your perusal so you could revisit what you said to them. Archiving email is a perfect way to keep ideas that you would have lost if you did not archive.  They are the scrapbook of our conversations and well worth a second look if tragedy does strike.</p>
<p>Ultimately, it is your choice to create or not an archive.  The reasons to have one far outweigh the reasons to not have one. Archiving can protect you, jog your memory, settle an argument or any other numerous uses that will fit your life at the time.</p>

<p>The blogosphere is abuzz over an apparently leaked document showing the United States trying to push its controversial DMCA-style notice-and-takedown process on the world. But since Threat Level already lives in the land of the DMCA, or Digital Millennium Copyright Act, we&rsquo;re more bothered by the fact that the U.S. proposal goes far beyond that 1998 law, and would require Congress to alter the DMCA in a manner even more hostile to consumers.</p>
<p>At issue is the internet section of the Anti-Counterfeiting Trade Agreement being developed under a cloak of secrecy by dozens of countries. The leaked document is a three-page European Commission memo written by an unnamed EU official, which purports to summarizes a private briefing given in September by U.S. trade officials.</p>
<p>The language in the Sept. 30 memo shows the United States wants ISPs around the world to punish suspected, repeat downloaders with a system of &ldquo;graduated response&rdquo; &mdash; code for a three-strikes policy that results in the customer eventually being disconnected from the internet with the ISP alone deciding what constitutes infringement and fair use.</p>

<p>While the proposal specifically says that three strikes wouldn&rsquo;t be mandated, it might as well be. That&rsquo;s because companies that refused to implement the policy would be ejected from the immunity or &ldquo;safe harbor&rdquo; that otherwise protects them from copyright infringement lawsuits over the actions of their customers.</p>
<p>Currently, the DMCA <a href="http://www.wired.com/threatlevel/2008/10/ten-years-later/">grants safe harbor status to internet companies</a> that promptly remove allegedly infringing content at the request of the copyright holder. Only if they fail to do so can they be held liable in court, and face up to $150,000 in damages per infringement.</p>
<p>Under the U.S. proposal described in the memo, removing infringing content would no longer be enough to qualify for safe harbor. Companies would have to actively work to combat the flow of unauthorized copyrighted material through their pipes, and specifically implement the &ldquo;graduated response&rdquo; program.</p>
<p>Here is the key paragraph:</p>
<p style="padding-left: 30px;">&ldquo;On the limitations from 3rd party liability: to benefit from safe-harbours, ISPs need to put in place policies to deter unauthorized storage and transmission of IP infringing content (ex: clauses in customers&rsquo; contracts allowing, <em>inter alia</em>, a graduated response). From what we understood, the US will not propose that authorities need to create such systems. Instead, they require some self-regulation by ISPs.&rdquo;</p>
<p>Threat Level obtained the document on condition it not be posted, and we haven&rsquo;t independently verified its authenticity, or that it accurately reflects the positions of the U.S. trade representatives. The document indicates the U.S. refused to turn over anything in writing itself, and briefed E.U. representatives on the plan orally in the hope of avoiding leaks.</p>
<p>The Obama administration has been obsessively secretive about the draft ACTA treaty &mdash; even, at one point, claiming <a href="http://www.wired.com/threatlevel/2009/03/obama-declares/">national security could be jeopardized</a> if the proposed treaty&rsquo;s working documents were disclosed to the public. Now, it seems, we know what the administration is hiding.</p>
<p>Obama hasn&rsquo;t asked Congress to implement a three-strike policy, which could anger consumers and watchdog groups. But if the administration gets three strikes written into ACTA, and the United States signs and ratifies the treaty, Congress would be obliged to change the DMCA to comply with it, while the administration throws its hands in the air and says, &ldquo;It wasn&rsquo;t our idea! It&rsquo;s that damn treaty!&rdquo;</p>
<p>That practice is common enough to have a name: policy laundering.</p>
<p>Language in the leaked text throws open the door to ISP filtering for unauthorized content, though there&rsquo;s no way for filters to know whether the material constitutes fair use. That plan is similar to a <a href="http://www.wired.com/threatlevel/2009/11/mpaa-filtering">proposal by the Motion Picture Association of America</a>, which wants ISPs to filter for unauthorized motion pictures.</p>
<p>The three-strikes language would be gold to companies like MediaSentry, which browse peer-to-peer networks for infringing content, and identify a user&rsquo;s IP address and ISP. MediaSentry&rsquo;s work was crucial in the RIAA&rsquo;s 6-year-long litigation campaign that amounted to about 30,000 copyright lawsuits against individual file sharers using Kazaa, Limewire and other services.</p>
<p>Until today, the most alarming thing in the proposed ACTA treaty has been the secrecy surrounding it. But now the threat level is higher. It seems the executive branch would rather negotiate with other nations, instead of its own elected officials, about the future of a free and open internet.</p>
